Pandemic And Wildfire: California Is Preparing For A Crisis Within A Crisis

…To protect human health, prescribed burns are not allowed for the time being on Forest Service land. But Ryan Tompkins, a forest advisor with the UC Cooperative Extension for Plumas, Sierra, and Lassen counties, says it's still early enough to prepare for wildfire with other tools like thinning and in some cases burning. 

“It is really difficult because of the concerns about smoke and COVID, but sort of now is our chance to be prepared,” said Tompkins. 

…“We know the agencies are going to have maybe limited capacity, limited resources, they're going to have other strains on their organizations while dealing with this crisis,” Tompkins said. “So, I think it emphasizes in a silver lining way that we all have a piece to play or a role to play.” 

Susie Kocher, a forest adviser for the Lake Tahoe region with the UC Cooperative Extension, is concerned about a triple threat of COVID-19, wildfires, and power shutoffs. 

“These two potential situations just could stack on top of the uncertainty of what people need to do,” she said.

New fungicide approved for Calif. tree nuts

… University of California, Riverside plant pathologist Jim Adaskaveg helped develop data to validate the efficacy of ManKocide for California tree nuts and says the product has advantages, including ease of use.

It is also highly effective against copper-resistant bacteria in California, Adaskaveg said in an email.

“The product has efficacy against the walnut blight and bacterial spot of almond pathogens and suppresses fire blight on pome fruit and bacterial blast on almond,” he said.

Adaskaveg said he is unaware of other products that have this combination as a premixture,

California dairies dump milk, crops may be left to wither as coronavirus pandemic disrupts food system

Widespread shutdown order slams California dairy farmers, ‘You can't turn off the cows'

…“Like every part of the food system, there are complications. The issue for milk is you can't turn off the cows,” said Daniel A. Sumner, an agricultural economist and professor at UC Davis. “What's becoming more of a problem is the slightly longer-term outlook where we have a massive recession (coming).”

Dairy prices are regulated by the federal government and fluctuate on the Chicago Mercantile Exchange. So the price of large quantities of milk, cheese, whey and milk powder is set based on data from the prior month, Sumner said.

In January, milk traded at nearly 18 cents per pound and by March the amount fell nearly five cents. Sumner said this suggests there is a price shock to come in the summer.

Grocers Serving Low-Income Neighborhoods Pinched by Shortages, Rising Prices

“The little guys, the small chains of just a few stores, could get the short end of the stick in this situation because food manufacturers and distributors are going to probably prioritize their biggest and best customers,” he said.

Scientists Worry Agency Plan to Prevent Fires Could Do Opposite

…Controlling wildfire in the region depends on how many firefighters the federal government has on the ground—and they'd have to be in the right place at the right time for the fuels reduction plan to work, said Max Moritz, a wildfire specialist at the University of California, Santa Barbara studying how wildfire affects broad landscapes.

As the climate changes, the effectiveness of fuels reductions projects and fuel breaks begins to fade, he said.

“Climate change seems to be priming the landscape for fires to ignite more easily, spread more easily, to burn hotter and larger—so all of these aspects of climate change would make one suspect that fuel breaks have a harder and harder time doing their job,” Moritz said.

The wildfire program is an “expensive large-scale experiment,” he said.

The real reason we're seeing more wildlife during the pandemic

…In those cases, additional sightings might be due to simple behavior changes. But a less charismatic creature may be also on the rise due to an increased human presence at home. Niamh Quinn, a human-wildlife interactions advisor with the University of California, thinks that rat populations may be increasing in New Orleans and elsewhere. That's because people are cooking, storing, and disposing of at home, drawing rats away from closed restaurants and toward residences.

…Quinn agrees. Late last year, she radio-collared five coyotes in Los Angeles for a research project. She says that her coyotes haven't changed their routines since the shelter-in-place order went into effect, staying in their respective territories, which include areas near a shopping mall and golf course. Quinn adds that while the number of coyotes reported in San Francisco on the Coyote Cacher website isn't unusual, they could be moving about during the day more. “People are just at home noticing more things,” she says. “Especially in California, we're not all spending five hours a day on the freeway [now], you know?”

Soil health practices show benefits

Why are eggs getting so expensive? Blame coronavirus demand

Nutrition experts fear 'dirty dozen' produce list will put off consumers

"A graduate student and I published a paper in 2011 relating dietary exposure to toxicity for the 10 most frequently detected pesticides found on the EWG's 2010 Dirty Dozen list," he said. "Estimated exposures were far below levels of toxicological concern. Recommending consumers reduce their consumption of conventional fruits and vegetables on the Dirty Dozen list is unwarranted."

How to grow a vegetable garden, according to legendary chef Alice Waters

Coronavirus hit California's cut-flower industry at the worst time

…Cut flowers are a $1.3-billion industry nationwide, though most of that revenue comes from the sale of imported flowers, predominantly from Colombia, according to the UC Davis Agricultural Issues Center. Domestic growers account for about 27% of national sales, down from 37% roughly a decade ago. Springtime weather combined with shelter-in-place orders and empty shelves at stores has spurred a spike in seed sales, according to some gardening experts.

Spotted Lanternfly is an Invasive Pest

The spotted lanternfly is a colorful insect pest that has been infesting vineyards and orchards in the eastern U.S. So far, we have been effective in our efforts to keep the pest away from California's multi-billion-dollar ag industry. But we must remain diligent in these efforts, says Dr. Surendra Dara, Entomology and Biologicals Advisor in San Luis Obispo and Santa Barbara Counties.

“Spotted lanternfly is an invasive pest because of the reason we don't have any natural enemies that can suppress their populations in a natural way in a new environment," said Dara. "And it can actually infest grapes and several other hosts in California of commercial importance. So it is important for us to be aware of the potential impact and do the need to prevent the damage."

California's truffle industry could be poised for growth if top hunter helps find path

… Her dining companion is a tall scientist with a gentle demeanor, Scott Oneto. Although he didn't command the attention of this room, his work could be key to whether truffle cultivation becomes big business in local farming, or just a flash in the (frying) pan.

Oneto, a sixth generation California farmer with a background in weed science, had to be coaxed into the project, according to O'Toole. Oneto said after a few years of requests, it took a much-needed sabbatical, at which he could “really dive into research” to catch him at the perfect point to start their (hopefully) fruitful collaboration.

An Aggie through-and-through, Oneto got both his bachelor's and master's degrees at UC Davis, and works for Agriculture and Natural Resources. ANR is an unsung arm of the University of California, with the mission to bring the latest in agricultural science to the California community. Oneto not only bridges the gap to farmers by translating academic science research into in-person workshops and handouts, he also tailors research to local needs.

“When I have a farmer or rancher who is presented with problems, whether it be a new pest, weed, pathogen, or the effects of climate change, we help them solve those problems so they can continue to be successful in agriculture,” Oneto said.

Humboldt Using Satellite Tech Against Illicit Cannabis

…“Local zoning, permitting and enforcement is probably more important than state-level initiatives, although collaboration across units of government is also key,” said Van Butsic, co-director of the Cannabis Research Center at the University of California, Berkeley.

In fact, every available strategy is needed as California works to implement the “robust standards” that it envisions for cannabis cultivation. For one thing, growers who are willing to play by the rules still face competition from illicit operations. In 2019, sales of illegal cannabis products in California were expected to hit $8.7 billion, more than twice the total for legal sales.

“Larger producers have been able to navigate the system,” said Butsic. “Many smaller growers are going out of business or staying illegal.” Costs are also part of the equation. “The illegal market is competitive because legal marijuana is so expensive to produce under Prop. 64,” Dale Gieringer, director of Cal NORML, told The Los Angeles Times.

College farms still functioning amid shutdowns

…Most employees for the UC's Division of Agriculture and Natural Resources are working remotely during their normal business hours and visiting sites in person for essential duties such as feeding animals, officials said. All the UC Cooperative Extension's in-person seminars and workshops scheduled for April were cancelled.

At the research centers, UC leaders are considering which projects should continue and which ones could be postponed, said Mark Lagrimini, UCANR's vice provost of research and extension.

“With the research that can go forward, we're making sure that protection is provided for the workers and students,”Lagrimini said. “We do have staff out there working right now. We have over 500 projects going on. We're in the process of going through 500 projects and making sure they are all able to be conducted safely. It's a big job.

Reforestation in a burning climate

Have you given your favorite tree a hug lately? Perhaps you would rather plant a tree? Well, on March 21, International Forest Day, Californians have a good excuse to do both. 

In the first two decades of this new century, fire is having a transformative effect on California forests. Fires are burning with larger proportions of high severity and these high-severity patches are much larger, in many cases exponentially larger than would have occurred under natural fire regimes. This creates landscapes where all living trees – and potential seed sources for the next forest – have been killed. While fires can also have restorative effects and many species in California are adapted to fire, some species, like ponderosa pine, aren't adapted to these large, high-severity fire patches which alter the natural regeneration dynamics of the dry Sierran mixed conifer forests.

Across U.S. Forest Service lands in California, an average of 50,000 acres of forestland burned at high severity between the years 2000 and 2015; however, less than 30% of these acres were reforested on an average annual basis during this period. This creates a net cumulative loss of forest cover across public lands in the state. 

To compound the complexity of this problem, there are growing instances of these large high-severity patches, burning again at high severity one to two decades later due to the homogeneity of vegetation and fuel profiles in the early seral stages after a fire. In 2013, the Rim Fire burned over 257,000 acres of largely mixed conifer forest, a notable portion of which had been replanted after the 1987 Stanislaus Complex Fire. Now foresters have to think: "Not only do we have to consider reforestation after a fire, but we must consider how we keep these young trees from burning up again!" 

A common theme many ecologists agree on is that heterogeneous landscapes may be more resilient to fire – essentially breaking up the continuity of fuels and diversifying forest structure helps moderate fire behavior. However, over the past half century in California, we have tended to replant fires with a somewhat dense uniform square grid-spaced pattern of trees, which grow into a homogeneous carpet of new forest. As these trees grow, these dense plantations require maintenance – also referred to as “timber stand improvement” – activities to reduce competing shrub competition and “thin” the trees in order to maintain tree vigor and growth and reduce the fire hazard within the planted stand. Funding for timber stand improvement can wax and wane with the forest products market or federal budget priorities, and, on U.S. Forest Service lands, many of these plantations did not have follow-up treatment.

Seeing this problem brewing across the state, in 2005, a small sect of curious silviculturists and forest ecologists started asking some poignant question such as “Why do we spend money to plant trees which we will then spend time and money to remove a few years later – why don't we just plant less trees?” and “If heterogeneity is important for resilience, why do we always plant new trees in evenly spaced rows?” To many, this was, and still might be, heresy. But it begs a broader philosophical question that if we have diverse objectives for our forests, is it always appropriate to re-establish them in generally one uniform way? More importantly, given the latest fire trends, how can we promote heterogeneity and resilience to fire when we establish forests through planting?

I was one of these intrigued silviculturists. Linda Smith, culturist on the Plumas National Forest, and I started designing and planting low density, wide-spaced cluster plantations in 2007, after the 2006 Boulder Fire. The fire burned in a recreation area adjacent to a lake and part of our objective was to create a forest that would mimic a more naturally appearing structure, but we also knew this could be congruent with fire management objectives as well.

Ten years after the 2007 Moonlight Fire, much of the public lands were dominated by a homogenous fuel profile of flashy grasses, standing dead trees, a jack-strawed arrangement of fallen dead logs, and chest-high shrubs. While some of these stands had been planted, no site preparation or management of competing vegetation had been funded. We knew that any trees in this intermix would have a long haul competing against the shrubs, and in the meantime were exposed to high fuel-hazard each fire season.  

Knowing something had to be done, the Plumas National Forest developed partnership agreements with the Sierra Nevada Conservancy and the Feather River Resource Conservation District to prepare the site, reforest and manage competing vegetation over approximately 3,000 acres. They also developed partnership agreements with Brandon Collins, a research scientist with both the U.S. Forest Service's Pacific Southwest Research Station and UC Berkeley Fire Science Laboratory, and Malcolm North, UC Davis associate professor of forest ecology, to monitor the success of different reforestation techniques at promoting heterogeneity and resilience to fire.

Through this partnership, we set up a replicated study to examine the effects of site preparation, planting, and competing vegetation treatments at promoting tree establishment and heterogeneity in young plantations.

Graduate students from Scott Stephen's Fire Ecology Lab at UC Berkeley measured post-treatment fuels.
First, the sites were selected, set up and pre-treatment fuel conditions were measured thanks largely to the leadership of Danny Foster and other graduate students in Scott Stephen's lab at UC Berkeley. Site preparation for planting occurred in the summer season of 2018 by using an excavator to pull and pile fuel accumulations of dead trees, downed logs and shrubs. These piles were then burned in the fall and winter to reduce fuel accumulations and prepare the site for planting. The following spring of 2019, sites were planted in equal densities, but in different arrangements, and with differing levels of competing vegetation control. Much of this work was facilitated by the hard work of Plumas National Forest silviculture staff members Maurice Huynh and Linda Smith and Feather River Resource Conservation District Manager Brad Graevs and his field crew. It is important to have great partners like these who truly understand the investment and value of monitoring management actions to inform adaptive management. 

This spring will be the one year mark for the planted seedlings! There's still a bit longer to go before we're ready to reintroduce fire to the plantations, but we're on our way to that end goal.

In a sense, wildfire may have beat us out: Some of the wide-spaced cluster plantations that Linda and I planted in 2008 after the 2007 Antelope Fire burned 11 years later in the 2019 Walker Fire. I am pleased to see tree survival and some variable mortality. Looks like there will be some trees that deserve a hug this spring!

CDFA awards grant for Proactive IPM program

The California Department of Food and Agriculture has awarded funding for one project in the initial funding cycle for the Proactive Integrated Pest Management (IPM) Solutions grant program. The project, titled “Proactive Biological Control of Spotted Lantern Fly, Lycorma delicatula (Hemiptera: Fulgoridae)” was awarded $543,936.

The three-year project will develop biological control agents for spotted lantern fly, an invasive pest that has not yet arrived in California but is spreading rapidly across the eastern US. This pest has the potential to affect many high-value California crops including grapes, walnuts, avocados, and pistachios. The project will piggyback on work that is already being conducted on the pest in the eastern US and abroad. Project leads are Dr. Mark Hoddle (UC Riverside) and Dr. Kent Daane (UC Berkeley). The biological control agent is a small (3 mm) stingless wasp, native to China, that parasitizes the eggs of the spotted lantern fly.

Moth caterpillars are back for a rare second bite in the Bay Area

To control western tussock moth caterpillars, “use pressure washers to push the larvae off the trees before they start wandering around,” Andrew Sutherland said.

…Andrew Sutherland, University of California Cooperative Extension's urban integrated pest management adviser for the Bay Area, recommends a simple preventive measure: reach for the hose.

Right after the bugs have hatched, “use pressure washers to push the larvae off the trees before they start wandering around,” he said. “In the late summer and fall, if you've got egg masses, you can wash them off and you won't have an issue next year on that tree.”

Bay Area pest control and horticulture experts say most caterpillar calls come from Santa Clara and southern San Mateo counties, which Sutherland linked to warm weather and high densities of host plants — the caterpillars are particularly fond of oak and fruit trees. Sutherland said he doesn't field nearly as many calls from the East Bay.

Hopland Research Center holds BioBlitz for Mendocino County students

The Hopland Research and Extension Center held its annual “BioBlitz” on Friday for over 200 students from across Mendocino County, giving them a chance to explore their interest in science by finding new species at the Hopland Research Site.

The BioBlitz went on at the same time as the 2019 City Nature Challenge, an international event where people find and document plants and wildlife in cities across the globe. Although students in Mendocino County couldn't participate in the national event, the Hopland Research Center decided to have the BioBlitz as a way to allow students to explore nature in Mendocino County.

…Experts also helped the students learn more about the area in Mendocino County and the many kinds of unique species that are in the county. Anna Holmquist, an arachnologist from UC Berkeley, entomology students from UC Berkeley, and California Naturalists, people who have gone through a UC naturalist training program, were all available throughout the day to help students and guide them as they made different discoveries.

“We will be looking for species with them and searching and trying to add to the list, but there will be a bit more depth to it with the kids actually trying to build on their understand of our Mendocino habitats,” said Hopland Research Center Community Educator Hannah Bird.

Have the Tough Conversations: Koopmann Family Ranch Transfer

… The next generation of Koopmanns, Carissa and Clayton, are well-poised to continue the family legacy of conservation and ranching. Both are building up their own cow herds on leased land while, as partners in the family LCC, they help make the big decisions. They also have full-time agriculture jobs off the ranch focused on grazing. Clayton is the range manager for the local water utility, the SFPUC, and has a grazing management consulting business. Carissa is a livestock and natural resources advisor for University of California Cooperative Extension in Siskiyou County. Both Carissa and Clayton emphasize how hard it is to make a living ranching alone, even with all the advantages of the family ranch. But getting out on the land, despite the hard work, is a place of relaxation for both of them.

For others considering succession planning, Carissa says, “Get started early and don't ever make assumptions. It's vital to know what everybody truly wants. Ultimately, the end goal that is that you're still a family, regardless of what happens.”

…In the words of Laci Gerhart-Barley, iNaturalist is "Instagram for biology and nature enthusiasts." The professor with the biological services department at the University of California, Davis, is even incorporating it into her classroom. 

… Each year iNaturalist users participate in a "competition" to see what region can upload the most photos in the matter of a few days. The City Nature Challenge started as a competition between the California Academy of Sciences in San Francisco and the Los Angeles County Natural History Museum and gradually grew to include regions all over the world. 

The Sacramento region is getting on board for the first time in 2019. [Sarah Angulo, community education specialist for the California Naturalist Program, is helping organize the challenge.]

The City Nature Challenge Sacramento will take place from Friday, April 26 to Monday, April 29.

UC Extension head updates supervisors on programs and leaders

The face of the Farm Advisor's office is changing.

Plumas and Sierra county Farm Advisor Director David Lile was before the Plumas County Board of Supervisors April 9, explaining just how much his staff has changed.

… Holding up a copy of the local University of California Agriculture and Natural Resources annual report for last year, Lile said, It's “easy to look at with plenty of pictures.”

…Lile then introduced Ryan Tompkins as the new forestry advisor. He replaces longtime representative Mike DeLasaux who retired in 2018.

…Natural resources and livestock liaison with local ranchers was introduced next. That's Tracy Scholr [Schohr].

…Most 4-H members and their parents already know 4-H Program Representative Kari O'Reilly.

… Tom Getts was also introduced as the technical assistance for Plumas and Sierra farmers and Susanville area land managers.

… And Barbara Goulet, as administrative assistant, provides support to the staff, but also works with local Master Gardener volunteers and 4-H volunteers, according to Lile.

UC: Older vineyards can be modified for mechanization

Saying they have proven that older vineyards can be converted to mechanization, University of California Cooperative Extension specialists say winegrape growers in the San Joaquin Valley do not have to replant vineyards if they want to switch to mechanical pruning.

Growers who want to make the switch can retrain the vines to make the transition, without losing fruit yield or quality, according to a UCCE study.

UCCE specialist Kaan Kurtural said the study found that "growers do not have to plant a new vineyard to mechanize their operations."

"We have proven beyond a doubt that an older vineyard can be converted to mechanization," he said.

There is no loss in yield during conversion, Kurtural said, "and post-conversion yield is better and fruit quality is equivalent to or better than hand-managed vines."

University of California (UC) researcher Kaan Kurtural has gained recognition in recent years for automating a vineyard operation in the Napa Valley, which was planted at a density conducive to the practice.

Now Kurtural and other UC Cooperative Extension scientists are applying their knowledge in the San Joaquin Valley, where they say growers who wish to switch from hand to mechanical pruning to save labor won't have to replant to do so.

Wet winter in Sonoma County may have helped spread virulent oak disease

Now that the North Coast is finally drying out from an unusually wet winter, concern is growing over the potential rapid spread of sudden oak disease, renewing calls for the public's help tracking the deadly forest pathogen.

“Now is when we might expect the pathogen to take off a bit,” said Kerry Wininger, a UC Cooperative Extension staffer in Santa Rosa.

Wininger is a local organizer of annual sudden oak death surveys known as the SOD Blitz. This year's survey occurs from April 25 to 28 across Sonoma and Mendocino counties. Organizers are hoping for a good turnout of volunteers, who will become educated spotters and collectors to help scientists slow the disease's spread.

Young chefs: Local students prepare and taste international meals at fourth annual Culinary Academy

Twenty-one elementary school students spent part of their spring break learning to cook various international recipes inside Rice Elementary School's cafeteria Wednesday.

The fifth- and sixth-graders from 4-H Student Nutrition Advisory Council Clubs took part in the fourth annual Culinary Academy, spearheaded by six adults from UC CalFresh Healthy Living.

…Janelle Hansen helps oversee the 4-H SNAC Clubs as supervisor of the Santa Barbara and San Luis Obispo group.

She said Wednesday's five-hour event from 1 to 6 p.m. was much more than just students learning how to create various dishes.

“The hope is that they will learn the life skill of healthy living and nutrition — and that's really one of our goals,” Hansen said as the students were preparing their meals.

Mechanical Vineyard Pruning Possible Without Replanting

One of the major concerns regarding mechanical vineyard pruning is the time and cost associated with replanting a vineyard in a manner that would accommodate the process.  However, a report from University of California Cooperative Extension researchers that was published in HortTechnology demonstrates that replanting is not necessary.  Research conducted in Madera County found that growers can mechanize their operations by retraining vines without suffering any fruit loss or decline in quality.

“The trial actually ran for three years,” said Kaan Kurtural, UC Cooperative Extension specialist in the UC Davis Department of Viticulture and Enology.  “In the end, there was like no loss in yield even during the conversion years and the quality was actually much better in the mechanically managed plants.”

California's high-value crops, like fruits and nuts, are the ones most vulnerable to climate change

Agronomy, a peer-reviewed, open access scientific journal, laid out a stark future for California agriculture, predicting it will be vastly different by the end of the century. Led by Tapan Pathak of the University of California, Merced, the research team concluded that almost all of California's crops, together valued at more than $50 billion a year, will be endangered by rising temperatures and unstable weather patterns brought by climate change. The state will face wildly fluctuating precipitation patterns, leading to severe droughts and flooding, warming temperatures, more heat waves, and shorter chill seasons. The researchers wrote that the increased rate and scale of climate change “is beyond the realm of experience for the agricultural community,” and that changes in the state's crop output “would not only translate into national food security issues, but also economic impacts that could disrupt state and national commodity systems.”

Mitloehner To Receive CAST Award

Frank Mitloehner has been chosen by the Council for Agricultural Science and Technology (CAST) as 2019 Borlaug CAST Communication Award recipient. A professor and air quality extension specialist in the Department of Animal Science at the University of California-Davis, Mitloehner is the 10th recipient of this award.

“I'm honored to be selected by CAST, an org I've long admired, and to be in the company of so many recipients who have inspired me during my career,” Mitloehner said. “Being recognized with the Borlaug CAST Communication Award is an affirmation of the importance of sharing research and academic pursuits well beyond labs, classrooms and universities.”
