How coronavirus is affecting the food supply

…Daniel Sumner, Executive Director of the University of California Agricultural Issues Center at UC Davis, tells Inside the Issues the meat shortage is a direct result of COVID-19. Because workers are typically in such close quarters, some are getting sick. The Centers for Disease Control and Prevention found 3 percent of workers in 100 meat processing plants have tested positive for the coronavirus, which, Sumner said, could mean the production won't be as robust as it used to be.
He said one of the bigger disruptions to the industry has been the impacts on cowboys and farmers who only provide one product.
“If you're a pig farmer, that's what you've got. The pigs are ready to go. So, everyday that you keep that hog, a 300 lb. hog, ready to go, you're losing money,” he said. “The same with cattle that are ready to go and there's no place to put them. That has shown in the price of cattle, and the price of hogs collapsing.”

Revised Budget Features Significant Cuts to Close $54 Billion Deficit

…In his summary describing the state's economic position moving forward, Governor Newsom highlights federal assistance as playing a sizable role in structuring California's budget. Several reductions have been proposed if the state does not receive sufficient funding from the federal government, such as a 10 percent reduction in support for the University of California system. The UC Office of the President, UC PATH, and the UC Division of Agriculture and Natural Resources (UC ANR) would experience a decrease of more than $34 million in funding. New initiatives that were highlighted in the January budget, including the nearly $170 million in general funds for supporting a five percent UC base increase, have been now been withdrawn. The revised budget also eliminates another $3.6 million that would have supported a five percent base increase for UC ANR.

…But while the supply of beef and pork in the U.S. has been down 10-15% in recent weeks, there is no long-term threat to the nation's meat supply, and already “it's creeping back up,” said Daniel A. Sumner, director of the University of California Agricultural Issues Center.
However, meat prices are also creeping up, and customers nationwide should expect their favorite cuts to be 10-20% more expensive than normal, Sumner added. In the Bay Area, the consumer price index for meat, poultry, fish and eggs rose 10.4% from February to April, according to the U.S. Bureau of Labor Statistics, compared to 5.5% for all types of groceries.

And wildfires are expected to become more severe across the West, says Max Moritz, a wildfire specialist at the University of California, Santa Barbara. “Warming temperatures are melting snow sooner and drying out vegetation so that we're already seeing longer fire seasons and more available fuel.”
…In densely built areas, the houses themselves can fuel fires. “You've probably seen aftermath photos where a fire has swept through a town and all the homes have burned, but there are still trees standing and green vegetation,” Moritz says. “That's what happens when the homes themselves are the fuel. It's not a land management problem where you should have cleared more. You can't thin the fuels because the homes were the fuel.”

New UC studies outline costs of producing irrigated pasture in the Sierra Nevada foothills

USDA announces food distribution program, but will it help farmers?

…Now the U.S. Department of Agriculture has announced that starting this week, the Farmers to Families Food Box Program will begin distributing $1.2 billion in surplus food to communities across the country. One of the attempts here is to get food to the poorest, most vulnerable people.”

California rice growers challenged by ammonia availability

…The good news for rice growers is they have choices. University of California rice Extension specialist Bruce Linquist compared aqua-ammonia to a granular urea fertilizer and found both performed similarly in terms of yield and nitrogen uptake. "To get these results, you must make sure that the urea is applied to a dry soil before flooding and it be managed so that it gets incorporated below the soil surface before planting (or banded as you do with aqua)," writes Linquist in the UC Rice Blog.
Calif. ag shows strains under virus, shutdowns

…Glenda Humiston, vice president of the University of California's Division of Agriculture and Natural Resources, said the increased reliance on web-based working, communication and education emphasized the need for improved rural broadband internet service. The university is considering installing signal towers at its Cooperative Extension offices and facilities that growers can access for automated field work, she said.
“We've known for years that rural areas are not well served,” Humiston said. “California is a leader in emerging technology … but the reality is a big chunk of California is still underserved or unserved (by broadband).
“We are having some luck in developing public-private partnerships,” she said, “but the reality is public investment is going to be critical for this.”

Growers have traditionally relied on scouts to get the information they need to make decisions. But there are a couple of problems with that. First, the data gathered isn't always 100% reliable. Second, labor costs are rising – that is, if growers can even source the increasingly scarce labor they need.
Researchers at the Digital Agriculture Laboratory at the University of California, Davis, are trying to change that. Dr. Alireza Pourreza, a University of California Cooperative Education Specialist of Agricultural Mechanization, is leading a project to employ remote sensing for nutrient content detection in table grapes.
Potential for meat shortages may go away sooner than later

…To avoid meat hoarding, many grocers are limiting purchases. UC Davis Professor Daniel Sumner is a renowned agricultural economist.
"As consumers, we're probably gonna pay a little more and/or another way the stores will say, 'Well, we don't want to raise our prices too much, so you'll only buy two packages,'" said Professor Sumner.
Coronavirus has shut down numerous meat packing facilities causing a shortage. Beef, pork and chicken farmers are paying a huge price. "Those folks are in trouble because they've got big supplies that can't get processed," said Sumner. As closed plants slowly reopen to workers, it will not be business as usual.
"You give them their social distance at work, that means you have to slow down everything. You have fewer people on the line. It all goes slower," said Sumner.
To assure a reliable supply, much of the nation's wholesale meat is purchased far in advance of delivery at a price determined by the futures market. With tens of millions of layoffs, supply and demand are uncertain.
"So the slaughter people are saying, 'We're not gonna pay much for those pigs three or four months from now.' And the farmer says, 'Well, in that case, it's not worth putting a whole bunch of corn and soybeans in them,'" said Sumner.
… For now, this problem seems to be short-lived. "I certainly wouldn't encourage anyone to say, 'Well, we're running out of meat.' because we're not." said Professor Sumner.
COVID-19 exposes U.S. meat supply's dependence on a few large plants

…We've got plenty of cattle and hogs, but there's a hold-up slaughtering and butchering them with big plants shut down, says University of California, Davis, agricultural economist Dan Sumner.
“We're processing 20% or 30% less meat than we would have done a year ago,” Sumner said.
…But Sumner says industry consolidation hasn't made meat supplies more vulnerable to the virus.
“There's no particular reason to think that it's more likely to hit a large plant outside of Sioux Falls than 20 or 30 small plants circled around Sioux Falls,” he said.
Food Availability is ‘Not the Thing to Worry About' During Pandemic

Of all the issues that have arisen related to the coronavirus pandemic, food availability should not be a concern. Domestic agricultural production continues to progress, despite complications within the supply chain while it adjusts to market changes. However, Agricultural Economist at UC Davis Dan Sumner explained there may be concerns moving forward as it relates to consumer purchasing power and eating trends.
“Higher-end items will struggle. The ones that people eat as sort of a splurge, well there will be less of that going on. Whether that's eating out, food away from home, more people packing a sandwich rather than eating at the café, going out to dinner less often, those sorts of things,” Sumner told AgNet West. “Then on food at home; ‘less steak and more hamburger,' if I can put it that way.”

…DANIEL SUMNER: If you think of middle-income people where one of two earners in a family are out of a job, well, that really takes a hit. It doesn't mean you don't eat, but what it does do is change what you eat. Higher end items will struggle. The ones that people eat as a splurge, well, there will be less of that going on. Whether that's eating out or more people packing a sandwich rather than eating at a café or going out to dinner less often. On food at home, less steak and more hamburger. All of this will shake out into farm prices, as it always does, and no one has strong projections yet.
Strikingly beautiful with a striped yellow abdomen and ruby red and black polka dot wings, the spotted lanternfly's esthetic appeal belies its destructive nature.

Native to China, spotted lanternflies were first introduced into the United States in 2014 when their presence was confirmed in Berks County, Penn. They have since established populations in New Jersey, Virginia, West Virginia, Delaware and Maryland. Spotted lanternflies are little more than a nuisance in their native range because they evolved along with controlling factors – such as predators and microbes – that achieved a natural balance. But when they arrive in new territory, the pest multiplies quickly and ravages plants.
While quarantine, management and research aim to control the pest where it has already taken hold, Dara is amplifying warnings of the pests' dire potential in agriculture-rich California and its ability to clandestinely hitchhike across the country. He held a webinar in May that attracted 130 participants from across California and the West, created a video, and posted articles in his eJournal and the Journal of Integrated Pest Management about current distribution, pest detection efforts and management strategies.
Inch-long adult spotted lanternflies have a nearly three-inch wingspan. Like giant aphids, the immature and mature stages of the pest suck sap out of plants and trees, depleting nutrients and reducing plant vigor, Dara said. While feeding, they emit waste sugars that cover plant leaves and invite fungi to grow black sooty mold, a coating that inhibits the plants' photosynthesis.
“SLFs can kill the host,” Dara said. “However, some survive because, when the plants start to die, the pest goes away to search for a healthier host, giving the plant the opportunity to recover.”
In the eastern U.S., residents say spotted lanternflies affect their quality of life and ability to enjoy the outdoors. The pest covers trees, swarms in the air and their honeydew can coat decks and playground equipment.
Spotted lanternfly movement is aided by females' ability to lay their nondescript egg masses on smooth surfaces of natural and human made objects, such as packages sent from distribution centers, long-haul trucks, railroad containers, recreational vehicles and automobiles.
“The egg masses are covered with a waxy gray-brown coating that looks like a splash of mud,” Dara said. “You may not notice it.”
Studies are underway to determine SLF egg-laying preferences.
Another concern for California in the face of a potential SLF infestation is the abundance of tree-of-heaven, itself an exotic pest from China and spotted lanternflies' favorite host. Tree-of-heaven – with roots, leaves and bark used in traditional Chinese medicine – was brought to California by Chinese migrant workers during the Gold Rush. Its tendency to grow rapidly and multiply quickly has resulted in its designation as a noxious weed.
Tree-of-heaven does offer a potential control strategy should SLF come to California. Landowners can remove 85% of tree-of-heaven specimens in a grove, including all the female plants. The remaining 15% of tree-of-heaven will be irresistible to spotted lanternfly. The insects will congregate in the trees, which may be treated with systemic insecticides to kill the entire population.
This is just one potential spotted lanternfly control strategy that could be part of an integrated pest management program. Other potential options Dara shared in his webinar and other communications are:
Traditional biocontrol. A parasitic wasp introduced into the United States in 1908 to control gypsy moths also appears to parasitize SLF eggs. Research may permit the introduction of other harmless natural SLF enemies from the pest's native range.
Microbial control. Naturally occurring fungi or those available as biopesticides can bring down SLF populations.
Mechanical control. Sticky bands placed on tree or vine trunks will trap the pest as it moves about.
Outreach. Communicate widely the concern about egg mass transport so people will inspect packages and vehicles and destroy egg masses.
The Fresno Bee has raised the alert for spotted lanternflies, a devastating pest from India, Vietnam and China that may be making inroads in California, the No. 1 agricultural area of the nation.
Reports of spotted lanternflies in California have been minimal to date. Agricultural inspectors found several dead lanternflies on cargo planes in Sacramento, Stockton and Ontario, and experts say a live spotted lanternfly may have been seen on the wall of a hotel in Davis in September. No others have been found alive, the article said.
Surendra Dara, UC Cooperative Extension advisor in San Luis Obispo County, said the lanternfly does pose a particular challenge for California, but the hope is that in the next few years, researchers will have the tools to wipe them out. The most likely method would be to use a “biological” method, such as introducing a natural enemy from Asian to manage the population.
“With a strong insect, just like the virus everybody is dealing with now, you need to understand the biology,” Dara said. “You have to understand every aspect of it. The more we know the better we can handle the situation.”

New Series of Nitrogen Management Advice Available

Her PhD, also at UC Berkeley, focused on the efficacy of fuel treatments in Northern California shrublands to reduce fire hazards and on mixed conifer forest-fire-water and fire-biodiversity relations. Before moving to California, Kate grew up in rural Appalachia and then explored other fire-prone regions of the US as a natural resource manager and prescribed fire burner on public and nonprofit lands. Based on these experiences and more, she knows that we need to use solutions responsibly, both old and new, to solve our forest health crisis. Landowners aim to fight fire with fire

The 2018 wildfire season in California was devastating, which left local landowners to consider how future blazes can be prevented. Their solution: more fire.
…UCCE livestock and natural resources advisor Devii Rao said the meeting also looked at Cal Fire funding and prescribed burn associations. She mentioned that last year former Gov. Jerry Brown signed two pieces of legislation related to prescribed burning:
Senate Bill 901 provides Cal Fire $1 billion for forest health, fuel load, and prescribed burns over five years, including $35 million a year for prescribed fire and other reduction projects.
Senate Bill 1260 requires Cal Fire to collaborate with public and private landowners on prescribed burns. They must also create a program for pre-certification for a “burn boss,” a private contractor that has experience in prescribed burning.
…In June, Rao will co-host a meeting with Lenya Quinn-Davidson and Jeff Stackhouse from UCCE Humboldt County. The meeting is expected to focus on how to develop a prescribed burn association, in addition to a small burn demonstration on a local private ranch.

A week ago, Cow 401 and four other members of her experimental herd at UC Davis were in the early stages of pregnancy. But now, following a string of disappointing checkups, it was all down to her. Alison Van Eenennaam, the animal geneticist in charge of the proceedings, kept watch from off to one side, galoshes firmly planted in the damp manure, eyes fixed on a portable ultrasound monitor. After a few moments, the vet delivered his fifth and final diagnosis. “She's not pregnant,” he said. Van Eenennaam looked up. “Ah, shit,” she muttered.

“We have looked at 14 species and among eight open-water and shoreline foraging species that have undergone significant population declines, five were negatively associated with temperature increases,” Safeeq said in an email interview.

One day soon, farmers may be able to raise food animals immune to deadly diseases and spare them painful but necessary procedures like horn removal. These innovations, made possible by CRISPR and other gene-editing techniques, could cut the cost of food production, reduce antibiotic use in agriculture and dramatically improve animal welfare. But federal regulation may very well stifle these developments in the US.
In 2017, the Food and Drug Administration (FDA) proposed a plan to regulate gene-edited animals as veterinary drugs under the 1938 Food, Drug and Cosmetic Act, because their DNA is “intentionally altered.” The proposal has drawn harsh criticism from animal scientists, some of whom are packing up their labs and leaving the US to avoid the FDA's rules. Food animals, these experts say, should be regulated based on the risk they pose to human health, not the breeding method that produced them.
Corky Anderson's energy, innovation helped save California's pistachio industry

"And he was a great cooperator," Kallsen said. "He allowed lots of test trials on his properties."
… In 1980, Anderson and Puryear's first patented rootstock changed the industry, said Kevin Blackwell, general manager of Pioneer Nursery, the wholesale business founded by the two entrepreneurs.
"In our heyday, we were selling a million trees a year," said Blackwell, who said he has known Anderson for 47 years.
No one does it alone, Kallsen noted. Anderson built and refined his patented rootstock based on earlier research by the University of California.
Farmers protect crops in rain's aftermath

Franz Niederholzer, University of California Cooperative Extension farm advisor in Colusa, Sutter and Yuba counties, said though cold weather does reduce the risk of most fungal diseases, other problems such as bacterial blast and jacket rot—also a fungal disease—are more prevalent during cool weather.
Cooler weather, however, does help to extend the bloom, he said. That allows farmers more time to apply fungicide, which is recommended at the beginning of bloom and again at full bloom, he said.
Brent Holtz, UCCE farm advisor in San Joaquin County, said he hasn't seen too many problems with fungal diseases at this point, because of how cool it's been, but there have been more incidents of bacterial blast, which can infect trees under stress. In orchards with high nematode populations, the bacteria can enter wounds on the surface of the plants created by frost, he noted.
"It blights the blossoms, and if the blossom is dead, they don't produce fruit," Holtz said.

California's super bloom attracts swarms of migrating butterflies

This year's wildflower super bloom is not only filling California deserts with eye-popping displays of color -- it's also providing a feast for swarms of painted lady butterflies making their way north from Mexico.
"This is the biggest outbreak since 2005," said Art Shapiro, a professor at the University of California, Davis, who's been studying the migration of butterflies in the state since 1972.
…"I saw more butterflies in the last 10 minutes than I've seen my entire life," Jason Suppes wrote Tuesday on Twitter. Suppes is an education specialist at an agricultural research facility in Irvine.
Grape growers continue push to mechanize

… “Growers are having a hard time finding workers to maintain their vineyards and increasing labor costs are challenging grape-farming's economic sustainability,” says UC Cooperative Extension viticulture advisor George Zhuang. “We're studying the use of machines to reduce the number of people needed to perform tasks like pruning.
“Because canopy architecture and yield characteristics involving mechanically-pruned vines are much different from those that are hand-pruned, water and fertilizer requirements for the mechanically pruned vines can be quite different. Performance of different rootstocks in mechanical pruning systems is critical for both yield and fruit quality of grape production in the San Joaquin Valley.”
…Kaan Kurtural, UC Cooperative Extension viticulture specialist in the UC Davis Viticulture and Enology Department, whose research involves improving vineyard production efficiency through canopy and crop load management via mechanization, says the case for switching out hand labor with machines gets stronger with growers using such mechanization for pruning, suckering, and removing shoots and leaves.
“Mechanical pruning can produce more stable year-to-year fruit yields of better quality than traditional and more costly hand pruning spurs or canes.” His comments were based on a Kern County two-year research trial looking for ways for growers to reduce both cost and water use.

Western Innovator: Putting biologicals to work

“It attracted me because it dealt with arthropods and there are a lot of physiological similarities to the human world,” Dara said. “It was also critical for growing food and feeding humans.”
Dara is now an entomopathologist with the University of California's Division of Agriculture and Natural Resources in San Luis Obispo, and has an established reputation for exploring innovative options to control pests using microbials as biological controls, and showing growers how they can also help with plant growth, drought resistance and fighting diseases.

California's ambitious plan to stop deadly wildfires may not be enough, experts say

The plan by the California Department of Forestry and Fire Protection, or Cal Fire, comes at the request of Gov. Gavin Newsom. On his second day in office, Newsom asked the agency to develop a proposal to address the increasingly destructive fire seasons that have rattled the state and are expected to worsen with climate change.
…In the meantime, many researchers say the most effective approach to fire protection is not in the forests, but in communities. They recommend making homes more resistant to fire with hardier construction materials, and clearing the vegetation around them.
“You have to address the home vulnerabilities themselves,” said Moritz at UC Santa Barbara. “If you don't, you're just not going to make a lot of progress on fire.”

… The four figs were planted at El Pueblo by agriculturalist and City Councilman Elijah Hook Workman, KCET reported in 2013. The Ficus macrophylla was brought from Australia to Southern California in the 1860s and 1870s, probably to provide shade and ornamentation, said Donald Hodel, a horticulture advisor for the University of California's Cooperative Extension.
Hodel described the Moreton Bay fig as a commanding breed of tree with an enveloping canopy that threw plenty of shade.
His reasons for admiring the Moreton Bay fig: “Their grandeur; their size — they have an imposing habit; their root structure is incredible; the spreading nature of their branches.”
Hodel said he last saw the El Pueblo figs about six years ago.
“I wasn't too impressed by their health or their size, considering they're 140-something years old,” he said.

When Leia Carrico, age 8, and her sister, Caroline, age 5, disappeared into the woods around their home near Benbow on March 1, the whole nation held its breath for the next 44 hours until they were found. But, though their 4-H leaders were worried, too, they say they also knew the girls had something many other children don't–they had survival skills from a class taught by their Outdoor Adventures 4-H project leader, Justin Lehnert.
Lehnert is being honored in Washington, DC, on Tuesday for his role in teaching Leia and Caroline outdoor skills.
Researchers highlight plan to eat healthy on a budget

…As it turns out, neither side was accurate. Republicans are likely to continue linking Green New Deal priorities to a supposed hamburger ban. But if you don't hear about cow farts anymore from AOC, it may not be because of GOP criticism. Frank Mitloehner, an animal scientist and air quality specialist at the University of California, Davis, insists cattle flatulence isn't the problem it's made out to be, and says he helped set the record straight.
Here's what seems to have happened. On February 4, shortly before Ocasio-Cortez announced the Green New Deal, she was speaking to school children in Queens, New York. When one asked how they could “combat” climate change, Ocasio-Cortez offered two practical options—stop using disposable razors, and skip meat and dairy for one meal.
Mitloehner tweeted at her.
“Dear @AOC: we all try to help the climate,” he wrote. “However, the two options you offered have low impacts compared to the 800lb gorilla, which is to reduce fossil fuel use. About ? of greenhouse gas emissions in the US stem from transport and energy prod&use. Meat/milk = 4 % of total GHG,” referring to findings in a recent EPA report.
… “I give her team a lot of credit for reaching out,” Mitloehner says. “If we really are serious about making a difference in carbon emissions, you cannot do this without agriculture involved.”
California supplies a quarter of the world's sunflower seeds

…Khaled Bali is a University of California Department of Agriculture and Natural Resources statewide water and irrigation specialist who has been working since 2016 on a four-year trial on sunflower varieties.
He was asked by the University of Georgia to help ascertain which varieties were drought resistant. He chose to conduct his trial in the low desert region of the Imperial Valley, since it gets little rain during the growing season between February when it's planted, and June when it's harvested. This would make it easier to control and measure the actual water applied to the crop varieties.
“We're looking at 285 varieties of sunflowers, to see which ones do well under stress,” Bali said. He has tested different plantings each growing season for the past three years, and will finish the trial this year.

Bees, blooms off to slow start

By the middle of February, he says, “bloom for Nonpareil was at least two weeks behind, and bee hours were limited until the last week of the month. Last year, between Feb 1-20, we accumulated 130 bee hours of good honey bee flying weather [55 F., no rain, and wind less than 10 mph]. For the same interval this year, we had around 10 hours and only six of those occurred with open flowers in the orchard.”
On the positive side of the slow start, Niederholzer says, the colder weather tends to suppress activity of key bloom diseases such as blossom brown rot and anthracnose. “However, cold weather at bloom was conducive to blossom blast (pseudomonas) bacteria, and some growers were considering adding materials to their normal bloom fungicides with bactericide activity.”
Wet winter aids groundwater replenishment

… Helen Dahlke, a hydrology expert and professor with the University of California, Davis, Department of Land, Air and Water Resources, has been working with farmers, studying on-farm groundwater recharge locations and suitability for various crops.
"In many regions, we can definitely do more actively recharging our groundwater aquifers," said Dahlke, who currently has trials on alfalfa at the UC Kearney Agricultural Center. "It really depends on what region, how much surface water is available for recharge, what kind of sediment structure or hydrogeology we have underneath and whether it's suited for conveying large amounts quickly."
Despite abundant precipitation in recent weeks, she said the timing is not the best for studying impact of recharge on certain crops.
"We prefer on-farm recharge to happen in January and February, just because that is considered the dormancy season for most crops," Dahlke said. "With almond trees already blooming, often there is a greater risk of applying water on those crops."
She said recent precipitation has helped groundwater recharge overall, but there is "very little way of estimating how much it is helping."
Drip irrigation improves yields of Imperial sugar beets

Halfway through a two-year irrigation trial to test furrow irrigation versus drip on sugar beet in California's Imperial Valley, Ali Montazar is looking for ways to boost yields with as little water consumption as possible in a region where furrow irrigation is the common practice.
Montazar, irrigation and water management advisor with the University of California department of agriculture and natural resources (UCANR) in Imperial County, is comparing and evaluating sugar beets for crop water use, sugar percentage, and yield, using both furrow and drip, since growers are now thinking of switching to subsurface drip.
Preliminary results from year one of the trial show that yield and crop water use are better with drip. Yield was 21 percent higher, and water use was a few points lower.
NFU says “No” to Green New Deal

Ocasio-Cortez Seeks Ag Data on Green New Deal
