Scientists are developing climate-smart farming practices, California is offering financial incentives to implement them, and now a group of 10 UC Cooperative Extension climate-smart educators are taking the program to the next level.
To help farmers apply for grants to improve soil quality and enhance irrigation systems, UC Agriculture and Natural Resources partnered with the California Department of Food and Agriculture to put climate smart educators in 10 California communities. The educators are working closely with UCCE advisors to help farmers and ranchers improve soil health, irrigation practices and manure management.
The climate smart programs offered by CDFA and promoted by UC ANR educators are:
- State Water Efficiency and Enhancement Program
- Healthy Soils Program
- Alternative Manure Management Program
The educators provide hands-on assistance to farmers and ranchers through the complex application process, conduct field days with climate-smart farmers, establish demonstration plots to share the practices, and work with farmers who are voluntarily implementing climate-smart farming.
Most of the educators were hired in early 2019, just weeks before the application deadline. They are now gearing up for a second cycle of applications. The state funded 194 projects in 2018, and 217 in 2019.
Each of the educators has a passion for agriculture and the environment, shaped by their upbringing, experiences and education.
“I am interested in carrying out research that focuses on the adoption and economics of climate change best management practices. The practices should help farmers continue their business,” said Esther Mosase, climate-smart educator in San Diego County. “I'm interested in seeing policymakers making policies that have a farmer as a focal point. They have been here long, they have been tilling the land, they can also contribute in coming up with better solutions that reduce climate change.”
The state is providing incentives for farmers to improve soil health in order to moderate the conditions that are driving global climate change. Improving soil health increases its ability to store carbon and reduce greenhouse gas emissions. Side benefits include improved water infiltration, nutrient cycling and dust control.
Farmers can apply for three-year grants to implement new practices on their farm, such as reducing tillage, growing cover crops and applying compost. Conventional farm practices turn the earth, releasing the stored carbon back into the atmosphere.

Baskerville started college as a theater major in Sacramento, then realized that wouldn't result in a viable career. After suffering from an autoimmune disease tied to microbiome health, she began to understand the important role of the food and agricultural industries in public health. Baskerville earned a bachelor's degree from UC Berkeley that combines sustainable agriculture with the sociological and ecological impacts of agriculture, natural resources conservation and public health.
Last summer, Baskerville served as a program coordinator in an adaptive agriculture learning environment, where she designed two practicum programs for adults. She is considering a career in the food industry.

Bergren grew up in a small fishing town on an island in Alaska. She earned a bachelor's degree in earth systems at Stanford University in 2013, and then spent two and a half years in Paraguay as a Peace Corps volunteer. Bergren worked with a women's garden cooperative and with subsistence farmers. She spent the last three years as a community organizer.
“I was so excited to find this job, which combines my interests in working directly with all kinds of people on the intersection of agriculture and climate change,” Bergren said. “I've especially enjoyed using my Spanish-language skills to work with traditionally underserved farmers in this area.”

Brady completed a bachelor's degree in animal science at Chico State University in 2018. She was familiar with UC Cooperative Extension through school and had visited UCCE research sites.
Brady grew up in a farming and ranching family in rural Linden, southeast of Stockton.
“My earliest memory is of my grandfather's farm, where he had an emu, donkey and llama,” she said. “I was in 4-H and FFA as long as I can remember.”
In addition to working directly with farmers on grant applications, Brady has been helping advisors in Glenn County on research projects and building relationships in the community through workshops and seminars.
“I am also very excited for an upcoming event at an elementary school farm day to present about Climate Smart Agriculture and presenting at some bigger events later this year with a few others in the cohort,” Brady said.
Samikshya (Sami) Budhathoki

A native of Nepal, Budhathoki traveled to the United States in 2015 to attend college at Fresno State, where she graduated with a bachelor's degree in plant science. During her studies, she completed a weed and salinity management project with professor Anil Shrestha. Budhathoki served as an intern in plant pathology with Bayer Crop Science.
She developed in interest in agriculture because of the industry's importance to society and the world.
“Some people don't get enough to eat even once a day. I wanted to join the effort to end world hunger and food insecurity,” Budhathoki said.
Budhathoke said she also is concerned about climate change and welcomes the opportunity to help farmers maintain a sustainable agriculture industry even in the face of climate change.
In the future, she plans to pursue graduate studies in climate change or water management.

Lovell grew up in Sacramento and developed an interest in agriculture when she was overcoming a serious illness. She graduated from UC Davis in 2016 with a bachelor's degree in sustainable agriculture and food systems.
“Originally, I didn't want to make money in agriculture,” she said. “I wanted to live off the land. I believe farming is a political act and I wanted to help return power to the people through farming and land ownership.”
Lovell said she is interested in pursuing a graduate degree in an area that combines community resiliency through localized food systems and economics and, eventually, becoming a crop adviser.

Mosase has a master's degree in agricultural engineering from Botswana College of Agriculture and a doctorate from South Dakota State University in civil engineering. Her master's research focused on water resources, watershed modeling and management.
Raised in a farming family in Botswana, Mosase experienced the impact of climate change firsthand.
“I remember we had drought years, normal years and extremely wet years,” she said. “Twenty years ago, it was not uncommon for open water to freeze. But now we get mild winters and very hot summers. Rain-fed agriculture is now a risky enterprise compared to two decades ago.”
In addition to helping farmers with the climate-smart farming grant applications, Mosase is helping farmers cope with water quality concerns.
“For instance, one farmer wanted to improve the water quality at the edge of his avocado and citrus farm before it enters the stream. He also wanted to be helped with pools of standing water in the farm that usually affect the health of avocado trees,” Mosase said. “We advised him on what to do regarding the standing water, but for the edge of the field treatment, we decided to install bioreactors.”
Mosase will help collect field data on the bioreactors' effectiveness and plans to publish the results.

Perez earned a bachelor's degree in agricultural business at California Polytechnic State University, San Luis Obispo in 2018. She accepted an internship with a large animal veterinarian, and found her passion, she said. In addition to working as a climate smart community educator, Perez is taking prerequisite courses for veterinary school. She hopes her career will lead to conducting research to benefit the meat industry.
“I've always been interested in ways to better agriculture and how our systems could improve, but it wasn't until I received this job that my interest for climate-smart agriculture really peaked,” Perez said. “Agriculture is such an important industry, it is vital that we find ways to educate one another on how to better what we have been doing for so many years.”

Rowe has a bachelor's degree in biology from Colorado College in Colorado Springs and a master's degree from the Bren School of Environmental Science and Management at UC Santa Barbara. Her background and interests focus on the interface of land management and climate change.
“Everyone and everything is interwoven with our food system and yet so much of how we produce food accelerates climate change,” Rowe said. “I enjoy being at the interface of science and education, where the rubber meets the road. I wanted to find a role where I could work with people on the ground and implement solutions to climate change while contributing to resilient farming economies.”
She said it is encouraging to see that farmers and ranchers are interested in climate-smart agriculture and welcome the technical assistance.

Salgado attended San Diego State University, where she earned a bachelor's degree in 2014 with a double major in psychology and environmental studies and minors in counseling and social change. She earned a master's degree in social science at Humboldt State University in 2018.
“My background in agriculture is very broad ranging, from topics relating to public health concerns connected to agriculture production – pesticide drift and agricultural burning – to food insecurity in low-income communities,” Salgado said.
Salgado is a native of Calexico, a city located across the border from its sister city, Mexicali, Mexico. Her farming experience centers on urban agriculture.
“Growing food on non-agricultural land has allowed me to learn the technical/scientific processes that go into growing food,” she said.
Salgado plans to continue her education in a doctoral program in ethnic studies at UC San Diego, where she can focus on several overlapping areas of interest, including race studies, food justice, sustainable agriculture, climate change, environmental decision-making processes, and participatory action research methodology and practices.

Shroder attended college at the University of Maryland in College Park, earning bachelor's degrees in environmental science and policy and in Spanish language, literature and cultures. She has worked in an agricultural research lab, in the gardens at the University of Maryland and in a nearby organic farm. After graduating in 2016, Shroder volunteered with the Peace Corps in Senegal, West Africa, where she trained farmers on gardening and agroforestry techniques and extended improved varieties of staple crops like beans, corn, millet and sorghum.
“While serving in Senegal, I saw firsthand the effects of desertification and erratic rainfall on the ability of the community to feed itself,” she said
Shroder intends to earn a master's degree and continue to research and promote sustainable agriculture techniques.

Scorching temperatures and parched earth are no match for the sorghum plant — this cereal crop, native to Africa, will remain green and productive, even under conditions that would render other plants brown, brittle and barren.
A new study published this week in the journal Proceedings of the National Academy of Sciences provides the first detailed look at how the plant exercises exquisite control over its genome — switching some genes on and some genes off at the first sign of water scarcity, and again when water returns — to survive when its surroundings turn harsh and arid.
“With this research, we are laying the groundwork for understanding drought tolerance in cereal crops,” said Jeff Dahlberg, UC Cooperative Extension sorghum specialist. Dahlberg, co-author of the study, is also director the UC Kearney Agricultural Research and Extension Center in Parlier, one of nine research and extension centers in California that are part of UC Agriculture and Natural Resources.
Dahlberg said researchers can use the knowledge gained from this project to search for drought genes in other cereal crops.
“That has implications for feeding the world, particularly considering changing climate and weather patterns,” he said.
The massive dataset, collected from 400 samples of sorghum plants grown during 17 weeks at Kearney, reveals that the plant modulates the expression of a total of 10,727 genes, or more than 40% of its genome, in response to drought stress. Many of these changes occur within a week of the plant missing a weekly watering or after it is first watered after weeks of no precipitation or irrigation.
Kearney is a 330-acre agriculture research facility in the heart of California's Central Valley, where field-scale, real-world research can be conducted on drought impact on plants and soil microbial communities. The climate is naturally dry throughout the summer, making it ideal to mimic drought conditions by withholding irrigation water.
“People have really shied away from doing these types of experiments in the field and instead conduct them under controlled conditions in the laboratory or greenhouse. But I believe that the investment of time and resources that we put into it is going to pay off, in terms of the quality of the answers that we get, in terms of understanding real-world drought situations,” said Peggy Lemaux, UC Cooperative Extension specialist in UC Berkeley's Department of Plant and Microbial Biology and co-author of the paper.
To conduct the research, the team cultivated sorghum plants under three different irrigation conditions — pre-flowering drought, post-flowering drought and controlled applications of water — over three consecutive years at Kearney.
Each week during the growing season, members of the research team carefully harvested samples from the leaves and roots of selected plants and set up a mobile lab in the field where they could rapidly freeze the samples until they were processed for analysis. Then, researchers at JGI sequenced the RNA in each sample to create the transcriptome data, which reveals which of the plant's tens of thousands of genes are being transcribed and used to make proteins at particular times.
Finally, statisticians led by UC Berkeley statistics professor Elizabeth Purdom parsed the massive transcriptome data set to pinpoint how gene expression changed as the plants grew and were subjected to drought or relief from drought conditions.
“We very carefully controlled the watering conditions, and we sampled over the entire developmental timeframe of sorghum, so [researchers] could actually use this data not only to study drought stress, but also to study plant development,” Lemaux said.
The researchers noticed a few interesting patterns in the transcriptome data. First, they found that a set of genes known to help the plant foster symbiotic relationships with a type of fungus that lives around its roots was switched off in drought conditions. This set of genes exhibited the most dramatic changes in gene activity that they observed.
“That was interesting, because it hinted that the plants were turning off these associations [with fungi] when they were dry,” said John Vogel, a staff scientist at JGI and co-author of the paper. “That meshed well with findings that showed that the abundance of these fungi around the roots was decreasing at the same time.”
Second, they noticed that certain genes known to be involved with photosynthesis were also turned off in response to drought and turned up during drought recovery. While the team doesn't yet know why these changes might help the plant, they provide interesting clues for follow-up.
The data in the current paper show the plant's transcriptome under both normal conditions and drought conditions over the course of a single growing season. In the future, the team also plans to publish data from the other two years of the experiment, as well as proteomic and metabolomic data.

…Throughout the United States, between roughly 2000 and 2010, about 75% of homes that burned in wildfires were located in the WUI, said Van Butsic, a land use specialist at the University of California, Berkeley. The rest was mostly in rural areas, with about 2% in cities.
People go back after they lose homes, Butsic said. He surveyed the 28 largest fires in California from about 1975 to 2005, and through aerial photos tracked what was rebuilt. About 90% of destroyed homes were rebuilt within a decade, he found. New homes also filled in large tracts of undeveloped land in formerly burned areas.
Climate Considerations for Processing Tomatoes

Research models show that increases in overall temperatures in California will have a direct effect on how some crops are going to be produced in the future. In one study looking at processing tomato production in the Central Valley, researchers found that changing temperatures will likely have a noticeable impact on the timing of the growing season.
“We looked at the data all the way starting from 1950, into the future by 2030-2040 and see how the time of maturity is changing,” said Tapan Pathak, UC Specialist in Climate Adaptation in Agriculture. “What we saw is, in general the time from emergence to maturity, the timeframe for processing tomatoes in that region, is going to shrink down almost by two to three weeks.”
What's Growing On: American rose trials test sustainability

Did you know San Joaquin County Master Gardeners have been part of a National Rose Trial since 2018? The trial is part of the American Rose Trials for Sustainability (A.R.T.S.) program that has trial sites across the United States. It was initiated in 2012 by individuals representing multiple rose stakeholder groups, including: industry, the scientific community and public gardens. There are only two Mediterranean climate trial locations and both are in California. The trials at the Fullerton Arboretum started in 2019 and the UC Cooperative Extension office in San Joaquin County began in 2018.
…Our Environmental Horticulture Advisor, Karrie Reid, has been managing and overseeing the trial since 2018. Our roses were planted in unused turf areas that were converted to the trial grounds. One of the selling features of converting the turf sections was the calculated water savings: 3,656 square feet of turf used 103,000 gallons of water, while 60 roses in the same area on drip use 6,175 gallons, a 94 percent savings. Trial sites are covered with a 3-inch layer of wood mulch.
Report: California ag is a major economic driver for the state

A new report by the University of California Division of Agriculture and Natural Resources (ANR) adds new dimensions to the “massive economic juggernaut” of the California agricultural industry. The findings reveal that agriculture contributed more than $263 billion to the economy in 2018 through direct sales and employed more than 1.2 million people, while benefiting urban and rural regions alike.
The report examines the entire “working landscape,” which also includes fishing, forestry, mining, outdoor recreation and renewable energy, in addition to agricultural distribution, production, processing and support. Together, the sectors represent $333 billion in sales, 1.5 million jobs and 6.4% of the total California economy, outranking the healthcare, real estate, construction and retail sectors. Agriculture accounted for 85% of the working landscape businesses and 79% of the sales income. According to ANR Vice President Glenda Humiston, the working landscape likely surpasses the finance sector as well.
UCCE Addressing Watergrass Issues in California Rice Fields

Researchers from UC Cooperative Extension (UCCE) are looking closely at the watergrass issues in California rice fields to get a better understanding of the problem. Watergrass has historically been a fairly common weed species that growers face, however in recent years the issue has been compounded by a number of factors. Several watergrass species have demonstrated resistance to the materials available and it appears that one or two new species may have emerged.
“In the past few years watergrass is becoming more and more of a problem, whether it's the ones that we know that we have or these possible new species,” said Whitney Brim-DeForest, UC Rice Farm Advisor serving Sutter, Yuba, Placer, and Sacramento Counties. “It's just becoming more difficult to control with the herbicides that we have.”
Experts Warn Of Surge In Sudden Oak Death Infections In North Bay

Wininger is with the UC team working to measure the problem, and the numbers are up dramatically. She oversees a yearly survey conducted by volunteer citizen scientists.

California's Wildfire Policy Totally Backfired. Native Communities Know How to Fix It.

The Humboldt County Prescribed Burn Association, which Quinn-Davidson leads, was the first organization of its kind in the West when it started in 2018, and has already inspired similar groups to start up in northern California's Plumas, Nevada, Sonoma, and Mendocino counties. These groups bring landowners and neighbors together to provide the manpower that controlled burns require. Quinn-Davidson says she's hosted 25 lecture and field-based workshops in the past year to increase people's comfort with prescribed fire, and in the past two years, she's led 20 burns on private lands.
Zediker honored as CattleWoman of the year

Insect entrepreneurs use almond hulls as feed source for bugs

…Maurice Pitesky, a UC Cooperative Extension veterinarian and specialist in poultry health and food-safety epidemiology, conducted an experiment two years ago on pastured layers, feeding up to 20% of the birds' diet with soldier fly larvae “with no change in welfare, egg quality, mortality.” The larvae feed provides methionine, an essential amino acid for poultry, and has “significant potential” to increase poultry production while freeing “more corn and soy calories for humans,” he said, though he warned of two caveats: economics and consistency of manufacturing the feed.
Paradise rebuilds, but fire safety sometimes takes a back seat to economic realities

Sudden oak death rebounds in Sonoma County, spreads in California

...“There was a significant increase in infection rates over last year, but that's not totally surprising because we had a lot more rainfall,” Garbelotto said. “But it was a surprise to see them all at once. Water users making case in bankruptcy court; Cal Fire says dry canal poses fire hazards

…Gosselin said the county is scheduling another meeting with water users for January. While “we cannot get in the middle and restore water to the Middle Miocene,” he said, it is exploring a project with Del Oro to extend water service on Pentz Road, which would help some of the folks who have been served by the canal. The UC Cooperative Extension is also close to completing an economic study related to the loss of the Miocene on water users, and Gosselin intends to seek grants and other funding for water supply reliability projects.

Those operating on generators are running low on fuel and can't get it to their wineries, which need power not only to process fruit but to control temperature during the fermentation process. Because yeast can generate a significant amount of heat during fermentation, an inability to control temperature could affect the quality of the wine, she said.
… "People are making the investments they need to make, but it's stuff that's outside the normal course of business, and I think there'll be some financial impacts from that in terms of this season's profitability," he said.
As a UCCE livestock and natural resources advisor, Macon said the outage has prompted him to start sending a survey to farmers in an effort "to catalog resources that are out there and available for sharing in situations like this," whether it's generators, water-hauling capacity or, in the case of fire, the ability to load livestock quickly and safely.

As fires rage, pressure mounts to train California's next generation of forest stewards

… Blake Schmidt, a math teacher at Ross Middle School in Marin County, decided to take his students to Forestry Challenge after participating in a free [UC ANR] statewide program for California teachers called the Forestry Institute for Teachers.
While scientific reports continue to mount confirming that global climate change is increasing temperatures, causing more frequent weather extremes and raising the sea level in California, UC Cooperative Extension is working to ensure the worst predictions are avoided and California residents and businesses will be able to adapt to the change.
Each year, a diverse group of UC Agriculture and Natural Resources academics and program implementation professionals meet to share and collect the latest climate change experiences, ideas, science and solutions. The team works with farmers across the state to improve production practices and minimize environmental impact, conduct agricultural and natural resources conservation research, and coordinate programs like California Naturalist and UC Master Gardener, which recruit and educate volunteers to reach out to communities statewide to extend research-based information.
Reaching real people
In 2019, extension practitioners explored new approaches to delivery of information and services. For example, the first speaker addressed the way climate change impacts may be viewed through the lens of African-American or First Nation experiences, influenced by poverty, historical trauma and even spirituality.
Theopia Jackson, clinical psychologist at Saybrook University in Oakland, encouraged the team to consider whether assisting Americans navigating the changing climate or suffering the consequences of extreme weather events have “the bandwidth to take in one more helping hand.” Jackson has a long history of providing therapy services, specializing in serving populations coping with chronic illness and complex trauma.
Jackson suggested helpers ask themselves, “Are we inadvertently causing more stress than good? Do I have a sense for what they are already dealing with before bringing something new into the community?”
Jackson said the conversation about climate change in many communities might be more productive focused less on whether climate change exists or not, and instead on how to “join with them around the human experience.”
“If I'm trying to ‘talk them into it,' I need to step back,” Jackson said. “The conversation could be about scarcity or lifestyle. We need to find a way to join and hope they will get it before we've done irreversible damage.”
The careful selection of terminology and approach in climate change conversations was also raised by Dan Sonke, director of sustainable agriculture for Campbell's Soup. The company's primary and best-known product is soup, but it owns other familiar brands, including Pepperidge Farms, Snyder Pretzels, Kettle Chips and Emerald Nuts.
In California, Sonke works closely with farmers producing fresh produce to be used in Campbell's products, particularly processing tomatoes. During his career, he also worked in Campbell's marketing, based on its “corporate purpose.”
“We make real food for real people,” says the Campbell's corporate purpose. “People love that our food fits their real lives, fuels their bodies, and feeds their souls. And they appreciate knowing what goes into our food, and why — so they can feel good about the choices they make, for themselves and their loved ones.”
Sonke was hired to increase the use of sustainable farming practices by the company's producers and help farmers apply for grant funding from the state to implement climate-smart irrigation practices. The company was able to track a 20 percent reduction in water use and document a significant reduction in the emission of nitrous oxide, a greenhouse gas. The program is successful, but isn't driving their farmer communications or soup sales, Sonke said.
“Farmers don't think in terms of climate change, but they respond to what they know,” Sonke said. “Consumers don't respond to climate change adaptation in terms of what products they buy. They respect sustainability, but have no understanding of ‘sustainable agriculture' and ‘carbon sequestration.'”
Growing UCCE climate mitigation, adaptation and resilience programs
UC ANR is working on new ways to reach out to farmers and the public with information on climate change. Six community education specialists have been hired and four more are being recruited to work in counties around the state to help farmers access programs that will help them reduce greenhouse gas emissions on farms and dairies, build resilience to climate change and increase profit.
The Climate-Smart Farming Program is a collaborative effort with the California Department of Food and Agriculture focused on implementing on-farm solutions to improve soil health, nutrient management, irrigation management, on-farm composting and manure management.
The CDFA programs involved are:
- State Water Efficiency and Enhancement Program
- Healthy Soils Program
- Alternative Manure Management Program
The new community education specialists are already deployed in Mendocino, Glenn, Yolo, Santa Cruz, Ventura and San Diego counties. The four positions under recruitment will serve Imperial, San Joaquin, Fresno and Kern counties. To get information about these programs, contact:

To reach a broad swath of California residents with research-based information on climate change mitigation and adaptation, UC ANR's California Naturalist program is leveraging its well-established partnerships with formal and informal science education institutions across the state to create a legion of climate stewards. At the team meeting, CalNat coordinator Greg Ira announced that the California Naturalist program has hired an academic coordinator to develop curriculum that will allow existing partners to deliver the material as part of the California Naturalist program. The graduates of this California Naturalist course focused on climate change will be encouraged to engage in volunteer service that helps build community resilience to climate change. These include participation in local adaptation planning efforts, community and citizen science projects, or addressing issues of social justice. The coordinator begins Feb. 19.
Renata Brillinger of the California Climate Action Network shared optimistic thoughts about the opportunities for climate change mitigation, adaptation and resilience. In terms of politics, she said California leadership has accepted climate change as a settled matter and are supportive of programs to address the issue. At the federal level, it is not easy to talk about climate change, but “that will change,” she assured.
Brillinger said biodiversification of California is an exciting area for climate change adaptation. Research is needed to understand how to shift crop locations for future production, and determine where, for example, water-intensive crops or orchards with chill requirements should be grown. More information is needed, she said, on how healthy soil will relate to climate resilience in agriculture.
“We have to reinvest in extension and Resource Conservation Districts,” Brillinger said.
Other possible climate change outcomes in California may be returning farmland to less-intensive uses, such as grazing. Fallowing land was one way that the agriculture industry coped with the drought of 2011-16, and implementation of the Sustainable Groundwater Management Act – a direct result of the drought – is estimated to take 1 million acres of farmland out of production. This approach won't be a solution for all farmers and ranchers, said David Lile, UC Cooperative Extension natural resources advisor.
“Ranchers and farmers interested in long-term sustainability, keeping the farm in place, will need help to integrate competing forces,” Lile said. “Economics will not be the only driving force.”

For UC Cooperative Extension (UCCE), attention to climate change goes beyond an increase in severe wildfires, droughts, floods and heat in California, and their impact on natural resources, agriculture and the state's economy.
The program focuses on the health and resilience of people in California, particularly those most vulnerable to climate change – those who can't afford air conditioning, who work outside on farms and in construction, those who are already disadvantaged by a low income, racial inequity or advanced age.
“UCCE climate change efforts must account for people and communities that face socioeconomic and political barriers to prepare for, adapt to and recover from the effects of climate change,” said Clare Gupta, UCCE public policy specialist.
UCCE advisors, educators and specialists are working in their local communities across the state to prepare residents to adapt to the warming climate and make changes that will help reduce greenhouse gas emissions to make climate change less severe. They convened Oct. 7-8 at UCCE's Elkus Ranch Environmental Education Center in San Mateo County to learn about projects currently underway to confront the crisis, share resources for adaptation, identify future research and education needs, and add their voices to a growing chorus of experts speaking out to protect the future of planet earth.
“We are at a momentous time,” said Janaki Jagannath, a law school student and climate activist who spoke at the meeting. “California is waking up to environmental justice problems and climate change.”
The plight of underprivileged California residents at the forefront of climate change impacts became crystal clear to UCCE small farms advisor Ruth Dahlquist-Willard when she was hired during the state's devastating 2011-2016 drought.
In the summer of 2014, many small-scale family farms in the San Joaquin Valley saw their wells dry up due to dropping groundwater levels. Some Hmong farmers were calling suicide hotlines, in fear of losing their crops and livelihoods. Dahlquist-Willard said these farms, with shallower wells and limited resources to cope with the effects of drought, are more vulnerable to climate change.
To help Hmong farmers and other small-scale farms prepare for the next drought, Dahlquist-Willard and her team began helping them with applications for the State Water Efficiency and Enhancement Program (SWEEP), which provides grants to improve irrigation systems. Improvements funded by SWEEP help farmers use less water and cut back on electricity for pumping.
So far, 38 Fresno and Tulare farmers have received SWEEP grants with technical assistance from Dahlquist-Willard's program, for a total of 878 acres.
The Sustainable Groundwater Management Act (SGMA), which goes into effect in 2020, also imperils small-scale farmers. The new law will limit both large-scale and small-scale farmers' ability to pump groundwater, however, small-scale farmers often are not in a position to influence the agencies that will be governing groundwater use.
“There will be competition for water under SGMA,” Dahlquist-Willard said. “Whether the small farms still have access to water depends on how the rules are set up.”
SGMA poses another threat to vulnerable rural community members. Experts predict the imposition of regulations on groundwater use is likely to put 500,000 to 1 million acres of California farmland out of production, reducing jobs for farmworkers and putting a strain on businesses in the rural communities where they live and shop.
The expected shift in crops grown in California due to climate change also potentially reduces income for workers who have specialized in specific crops, said Federico Castillo, UC Berkeley agricultural ecology professor.
“They work longer hours to compensate,” Castillo said. “Their income is impacted.”
On a recent trip to Huron, a San Joaquin Valley city with highest proportion of Latino residents in the U.S., Castillo said he passed by vast solar farms that now cover formerly productive farmland.
“Solar farms are a benefit for society, but there are not local benefits. The problem is, this displaces farmworkers,” he said. “We have to think hard about economic policy. This is just one example. There are many others.”
In addition to the threat climate change poses to their employment, farmworkers are particularly susceptible to the warming temperatures the world faces. Castillo is studying the potential impact of weather extremes on people who do the planting, weeding, irrigating, pruning and harvesting that makes California's $50 billion annual agricultural output possible.
“Heat and humidity impacts ag workers negatively,” Castillo said. “It impacts the heart, liver and kidneys.”
What's more, many farmworkers don't have health insurance and don't visit medical doctors. Some, particularly those who hail from the Mexican state of Oaxaca, Castillo said, rely on home remedies, putting their health at still greater risk.
Sylvia Chi, policy director with the Asian Pacific Environmental Network, spoke about her constituency's concern about the future.
“How do we deal with labor market displacement from phasing out fossil fuels?” she asked. “We need to transition all communities.”
Transition in farming
A large part of UC Cooperative Extension research and extension targets the agricultural industry, which joins other industries in emitting greenhouse gases into the atmosphere, resulting in our warming climate. A key part of mitigation is tied in new brands of farming that aim to address these issues: climate-smart, emergent, sustainable, regenerative and conservation farming.
A component of all these farming philosophies is soil health. Improving soil health traps more carbon underground, where it can't immediately escape into the atmosphere and contribute to increasing warming. Improving soil health has co-benefits, such as improving soil fertility, water infiltration and yield.
The CDFA Healthy Soils grant program offers financial incentives to eligible farmers for implementing soil-building practices. CDFA provided UC Agriculture and Natural Resources (UC ANR), UCCE's parent organization, with $1 million to hire climate-smart educators to provide technical assistance to farmers applying for Healthy Soils and SWEEP grants to improve their irrigation systems, plant cover crops, eliminate or reduce tilling, and implement other practices. A target in their effort is helping underprivileged farmers determine eligibility and navigate the complicated application process.
UC ANR hired nine community education specialists, who are now working with farmers in Mendocino, Merced, Glenn, Yolo, Solano, Sacramento, Santa Cruz, Kern, Ventura, San Diego and Imperial counties. Their contributions to farmers in those areas go beyond the grant applications and reach farmers that can't take advantage of CDFA grant programs.
“Because this is a new program, we have the luxury of helping figure out our role,” said Britta Baskerville, the community education specialist in Mendocino County. “We're all coming up with ways to educate farmers in climate-smart practices.”
Climate change resilience
The UC ANR Infomatics and GIS Program is supporting climate change resilience by creating an online networking platform for local governments, such as city councils and boards of supervisors, to empower their communities' resiliency efforts. Called the California Resiliency Alliance, the resources include case studies, planning guides, incident maps, and weather watches, warnings and advisories, plus a platform for sharing information across public-private sectors and across industry sectors.
IGIS is also involved is gathering peer-reviewed data sets for downscale climate projections. UC Berkeley Ph.D. student Lucy Andrews is conducting interviews to identify climate needs and social vulnerability information. The information will make the state's Cal-Adapt website, the primary repository of knowledge about the California climate of the future, an even more useful tool.
“Our strategy is to make climate data accessible,” said Andy Lyons, IGIS statewide program coordinator. “People can get climate data and decision support tailored to specific audiences.”
Diversity in the UC California Naturalist program
California Naturalist's new Climate Stewards Initiative, which will provide training to extend information about climate change mitigation, resilience and adaptation, is being created with diversity, inclusion and equity woven in from the outset. Trainees will learn about psychology, sociological and cognitive sciences, in addition to the hard sciences that touch climate change – meteorology, physics, natural resource management and biology.
“The certified climate stewards will be able to communicate and work with others as to how climate change will affect them. It will be an ongoing social learning community that provides a transition from a sense of helplessness to a sense of empowerment,” said Sarah-Mae Nelson, the UC Climate Stewards Initiative academic coordinator.
Traditional CalNat certification courses are provided fully in-person and partially outdoors. Climate Stewards training will be available in a hybrid online/in-person format to increase the course's availability to a wider circle of community members.
“The flexibility will increase accessibility,” Nelson said.
